HHSC Notice: Nursing Facility Add-On Payment Issuance Update

Texas Health and Human Services Commission (HHSC) implemented temporary add-on rates for Nursing Facilities (NFs) for miscellaneous costs that were effective June 10, 2023, through August 31, 2023. The payment rates maintain the emergency add-on reimbursement rate increase for NFs originally implemented for the federally declared COVID-19 public health emergency, as described in Senate Bill (S.B.) 30, 88th Legislature, Regular Session, 2023. The proposed payment rates were calculated following methodology directed by S.B. 30, 88th Legislature, Regular Session, 2023.

The revised retroactive fiscal year 2023 capitation rates include provision of the NF add-on for the period of September 1, 2022, through August 31, 2023.

HHSC will issue interim reconciliation payments no later than March 2024, to account for 12 months of MCO reimbursement from Superior HealthPlan to NFs. Superior is expected to pay NFs the add-on premiums (from May 12, 2023, through June 9, 2023), no later than 60 days from January 4, 2024.
