IMPORTANT: MHTCM and MHR Services Provider Attestation Requirements for State Fiscal Year 2026

All providers delivering Mental Health Targeted Case Management (MHTCM) and Mental Health Rehabilitative (MHR) services are required to complete the MHTCM/MHR training mandated by the Texas Health and Human Services Commission (HHSC) prior to delivering services (excluding wraparound planning process training). As part of our managed care contract with HHSC, Superior HealthPlan must ensure provider compliance with this training on at least an annual basis.

Enhancements to the Attestation Process

We have reviewed our current contracting, credentialing, and training attestation procedures and identified opportunities to improve the process. These updates are intended to strengthen our ability to confirm that:

  • Providers can provide the full array of services either directly or through sub-contract
  • Individuals performing and supervising providers complete the required training annually and meet all requirements in Chapter 15 of the Uniform Managed Care Manual (UMCM).

Key Changes and Requirements

  • Enhanced Attestation Process
    The annual MHTCM and MHR attestation process now requires providers to submit supporting documentation to verify:
    • Capability to deliver required services.
    • Completion of HHSC-required training.
  • Access to the Attestation Packet
    The updated Mental Health Targeted Case Management and Mental Health Rehabilitative Services Training Attestation Packet is available online under the Credentialing section on Superior’s Provider Forms webpage.
  • New Annual Submission Deadline
    Starting in 2025, and every year after, all currently contracted MHTCM and MHR providers must submit their annual attestation by July 1 for the upcoming State Fiscal Year. Providers may submit attestations anytime between May 1 and July 1.
  • 2025 Submission Deadline
    All providers must complete and submit the updated attestation packet and required documentation by July 1, 2025, regardless of whether you’ve submitted an attestation in the past 12 months.
    • If unable to meet this deadline, providers must notify their Superior Provider Representative by June 15, 2025.
