Information For Medicaid Members and Providers: Changes to STAR+PLUS

As a reminder, effective September 1, 2024 Texas Health and Human Services (HHSC) transitioned contracts for the STAR+PLUS program. HHSC has provided helpful resources for STAR+PLUS members and providers with concerns about the transition.
Provider Resources
For questions surrounding becoming contracted with a Managed Care organization (MCO), please see the HHSC MCO Provider Relations Contacts (PDF).
- If you need assistance understanding how the transition may impact your billing, please reach out to the MCO you have contracted with to understand their billing processes.
- If you have already connected with an MCO and have a complaint, you may contact the HHSC Health Plan Management Complaints department by email at HPM_Complaints@hhsc.state.tx.us.
Providers who would like assistance with understanding how to help their patients through the transition may access the HHSC STAR+PLUS Transition: How Providers Can Assist Members (PDF).
STAR+PLUS Member Resources
HHSC has also provided resources that providers can share with their patients. STAR+PLUS members can access general information about the transition by visiting the HHSC STAR+PLUS webpage.
- For questions on how their coverage may be impacted by the transition, members can access the HHSC Continuity of Care During the STAR+PLUS Transition (PDF).
- For general information about Texas Medicaid and CHIP Programs and services, members can access the HHSC Medicaid and CHIP Members webpage.
- If a member has a complaint, they should first contact their MCO. If their issue is unresolved they may contact the HHSC Ombudsman by submitting an online compliant form through the HHSC Ombudsman Managed Care Help webpage.
