Effective September 1, 2025: HHSC Discontinuation of Attendant Compensation Rate Enhancement

The Texas Health and Human Service Commission (HHSC) has presented Texas Administrative Code (TAC) amendments to discontinue the Attendant Care Rate Enhancement program. These TAC amendments will include a public comment period and required public hearings on proposed rate increases. HHSC will be accepting public comments and TAC Rule amendments during the federal approval process. Information regarding the proposed TAC Rule amendments, including how to submit comments, will be published in the Texas Register. Public notices will be published in the Texas Register, which can be accessed on HHSC's Comment on Proposed and Draft Rules. Providers should note the following:

  • Superior HealthPlan has plans to align with HHSC to discontinue the Attendant Compensation Rate Enhancement (Rate Enhancement) program while simultaneously increasing the fee schedule/reimbursement rates for attendant services.
  • When the transition from Rate Enhancement occurs September 1, 2025, providers should continue to bill using their normal billing process.
  • Providers currently participating in the Superior Rate Enhancement program will continue to receive the existing Rate Enhanced reimbursement through August 31, 2025.
  • Superior will implement the new fee schedule promptly upon HHSC publishing the Medicaid fee schedule adjustments for attendant care.
    • If the HHSC published fee schedule posting occurs after September 1, 2025, Superior will update its fee schedules to align with the published Medicaid fee schedules and process applicable retroactive claim adjustments within sixty (60) Business Days of the new rates being posted.
