Providers Required to Distribute Newborn Medicaid Coverage Information

Superior HealthPlan would like to inform network providers of a new requirement in accordance with House Bill 3940, 89th Legislature, Regular Session (2025).

Beginning January 1, 2026, providers are required to distribute updated materials regarding newborn Medicaid coverage to the parent or caregiver of a newborn child.

The Texas Health and Human Services Commission (HHSC) has issued a Newborn Medicaid Coverage Notice (PDF) to inform parents and caregivers that:

  • Newborn children are automatically eligible for Medicaid.
  • Providers may submit claims using the mother’s Medicaid ID number until the newborn is assigned a separate Medicaid ID.

Providers are required to document the distribution of the notice and retain documentation of distribution for at least five (5) years.

Providers are required to follow the guidance outlined in this communication and in the Newborn Medicaid Coverage Notice (PDF). Providers should inform appropriate staff of this new responsibility and update daily operational processes as needed, to ensure compliance.
