IMPORTANT: MHR and MHTCM Services Provider Attestation Requirements for State Fiscal Year 2027

All providers delivering Mental Health Rehabilitative (MHR) and Mental Health Targeted Case Management (MHTCM) services are required to complete the MHR/ MHTCM training mandated by the Texas Health and Human Services Commission (HHSC) prior to delivering services (excluding wraparound planning process training). As part of our managed care contract with HHSC, Superior HealthPlan must ensure provider compliance with this training on at least an annual basis.

Enhancements to the Attestation Process

In 2025 Superior reviewed our current contracting, credentialing, and training attestation procedures and identified opportunities to improve the process. These updates are intended to strengthen our ability to confirm that:

  • Providers can provide the full array of services either directly or through sub-contract
  • Individuals performing and supervising providers complete the required training annually and meet all requirements in Chapter 15 of the Uniform Managed Care Manual (UMCM).

Key Requirement Reminder

  • Attestation Process
    The annual MHR and MHTCM attestation process requires providers to submit supporting documentation to verify:
    • Capability to deliver required services.
    • Completion of HHSC-required training.
  • Access to the Attestation Packet
    The updated Mental Health Rehabilitation and Targeted Case Management Annual Attestation Packet (MHR/TCM) (PDF) and the Mental Health Rehabilitation and Targeted Case Management (MHR/TCM) Provider Review Template (Excel) is available online under the Credentialing section on Superior’s Provider Forms webpage.
  • Annual Submission Deadline
    Starting in 2025, and every year after, all currently contracted MHR and MHTCM providers must submit their annual attestation on or before June 30 for the upcoming State Fiscal Year. Providers may submit attestations anytime between May 1 and July 1.
  • 2026 Submission Deadline
    All providers must complete and submit the updated attestation packet and required documentation - on or before June 30, 2026, regardless of whether you’ve submitted an attestation in the past 12 months.
    • If unable to meet this deadline, providers must notify their Superior Provider Representative by June 15, 2026.
  • Review decisions will be completed and communicated to attesting providers by August 15th of each year.
