HHSC to Begin Collecting FMSA SFY 2022 Cost Surveys

The Texas Health and Human Services Commission (HHSC) will begin collecting cost surveys for the State Fiscal Year (SFY) 2022, from June 1, 2023 through August 31, 2023. The purpose of the cost survey is to collect Financial Management Services Agency (FMSA) costs for the SFY 2022 for all FMSAs in Texas. This cost information will be used in the review of current FMSA rates for Medicaid and Non-Medicaid programs as part of HHSC’s regular biennial fee review. HHSC is collecting the cost survey in accordance with HHSC’s Medicaid State Plan which requires HHSC to collect provider cost data to support the FMSA reimbursement methodology on a biennial basis.

All FMSAs that delivered services in SFY 2022 are expected to participate. If you are an FMSA contracted with HHSC or a managed care organization (MCO), you should have received a GovDelivery notice requesting that you complete and submit a cost survey. Please complete and submit a cost survey even if you have not received the GovDelivery notice.

On June 1, 2023, the FMSA SFY 2022 Cost Survey template will be available to download on the HHSC Provider Finance Department, Long-term Services and Supports website. All Cost Surveys are due by email by 11:59 p.m. on Thursday, August 31, 2023.
