UPDATES: MHR and MHTCM Services Provider Attestation Requirements for State Fiscal Year 2027

All providers delivering Mental Health Rehabilitative (MHR) and Mental Health Targeted Case Management (MHTCM) services are required to complete the MHR/ MHTCM training mandated by the Texas Health and Human Services Commission (HHSC) prior to delivering services (excluding wraparound planning process training). As part of our managed care contract with HHSC, Superior HealthPlan must ensure provider compliance with this training on at least an annual basis.

Enhancements to the Attestation Process
In 2025, Superior reviewed our current contracting, credentialing, and training attestation procedures and identified opportunities to improve the process. These updates strengthen our ability to confirm that:

  • Providers can provide the full array of services either directly or through sub-contract

Individuals performing and supervising providers complete the required training annually and meet all requirements in Chapter 15 of the HHSC Uniform Managed Care Manual (UMCM).

Key Requirement Reminders

Attestation Process
The annual MHR and MHTCM attestation process requires providers to submit supporting documentation to verify:

  • Capability to deliver required services (directly or through subcontract).
  • Completion of HHSC-required training based on services provided and population served.

Important Clarification from HHSC on May 11, 2026
For Providers Serving Children through Child and Adolescent Needs and Strengths (CANS) and/or Adults through Adult Needs and Strengths Assessment (ANSA):

  • Providers serving children only must maintain current CANS certification.
  • Providers serving adults only must maintain current ANSA certification.
  • Providers serving both children and adults are not required to maintain both certifications.

Best Practice:
Superior encourages providers serving both populations to maintain certification in both:

  • CANS (ages 3–6 and 6–17)
  • ANSA

Important Clarification from HHSC on May 18, 2026
Training requirements apply in the aggregate at the provider level, not at the individual staff level. This means:

  • Provider personnel must complete training aligned to their role and the services they provide.
  • Not every staff member is required to complete every training.
  • Providers must ensure all required training is completed across their organization to support service delivery.

Non- Local Mental Health Authorities (LMHA) Providers
Training requirements for non-LMHA providers have not changed and do not allow for role-based training flexibility. All applicable training requirements must continue to be met as previously established.

For LMHA providers, role-based training delineation is acceptable due to organizational structure.

LMHA Training Requirements Overview (Role-Based)
Required training for all staff delivering or supervising services to children:

  • Social Skills and Aggression Replacement Techniques (START)
  • Nurturing Parenting Program – Tertiary Treatment Protocols

Population-specific training requirements:

  • Preparing Adolescents for Young Adulthood (PAYA) – members ages 14–17
  • Seeking Safety – members ages 13+
  • Barkley’s Defiant Child – ages 3–12
  • Barkley’s Defiant Teen – ages 13–17
  • Wraparound Planning Process – for Intensive Case Management

Required training for all staff delivering or supervising services to adults:

  • Illness Management and Recovery (IMR)

Service-specific training requirements (adults):

  • Assertive Community Treatment (ACT)
  • Individual Placement and Supports (IPS)
  • Supported Employment (SE)
  • Permanent Supported Housing (PSH)

Please note: Staff must be trained on the applicable curriculum prior to service delivery.

Annual Submission Deadline
Starting in 2025 and annually thereafter, all contracted MHR and MHTCM providers must complete and submit the updated attestation packet and required documentation:

  • Submission window: May 1 – June 30
  • Deadline: June 30, 2026
  • Required regardless of prior attestation submissions within the past 12 months

If unable to meet this deadline, providers must notify their Superior Provider Representative by June 15, 2026.
Attestation review decisions will be completed and communicated to providers by August 15 each year.
