Now Open: HHSC-Required Nursing Facility Liability Insurance Rate Add-On Attestation Submissions

The Texas Health and Human Services Commission (HHSC) is accepting Nursing Facility Liability Insurance Rate Add-On (NFLAR) attestations for State Fiscal Year (SFY) 2027. With the implementation of the State of Texas Electronic Provider System (STEPS), HHSC transitioned the annual NFLAR attestation from submission within the HHSC portal to an enrollment application process within STEPS.

To receive liability insurance rate add-on payments for the period of September 1, 2026, through August 31, 2027, Nursing Facilities must complete the required NFLAR enrollment application between July 1, 2026, and July 31, 2026.

Important reminders:

  • NFLAR attestations must be submitted electronically through STEPS.
  • Fax, mail, and email submissions will not be accepted.
  • Applications must be completed by an authorized representative of the nursing facility.

·         The enrollment application requires providers to attest that they maintain qualifying liability insurance coverage in accordance with HHSC requirements.

  • There will be no exceptions to the July 31, 2026 deadline.
